The Plan of Action of the ASEAN-INDIA PARTNERSHIP FOR PEACE, PROGRESS AND SHARED PROSPERITY (2016-2020), implements the goals and objectives of the ASEAN-India Partnership for Peace, Progress and Shared Prosperity on 30 November 2004 in Vientiane, Lao PDR, and the Vision Statement of the ASEAN-India Commemorative Summit, adopted by the Leaders of ASEAN and India on 20 December 2012 in New Delhi, India. Through the implementation of this Plan of Action, ASEAN and India will work towards supporting the ASEAN Community building and integration process, including the ASEAN Community's Post-2015 Vision, for a politically cohesive, economically integrated, socially responsible and a truly people-oriented, people-cantered and rules-based ASEAN, narrowing the development gap and enhancing ASEAN Connectivity. Both sides will also further promote cooperation in addressing common and emerging challenges and enhance coordination in other international fora on issues of common concern to contribute to overall peace, stability and prosperity.

The main objectives of ASEAN-India Science, Technology and Innovation cooperation are based on following principles-

  • Encourage and promote cooperation in science, technology and innovation, including through joint research activity, and development on cross-sectoral areas such as health, communicable and emerging infectious diseases, environmental management, climate change adaptation and mitigation measures, agricultural technologies, alternative energy, biodiversity, food processing, advanced materials for development of value-added products, and space technology and applications;
  • Encourage and promote cooperation in biotechnology including through capacity building and joint research and development for mutual benefit;
  • Undertake activities and develop program / projects under the ASEAN-India Science and Technology Development Fund;

Background

India and ASEAN have shared a very long relationship in trade and investment. Leveraging the geographical proximity through land and water, this association is driven by the necessity to work towards the joint objective to become efficient and self-sustainable. India and ASEAN region started as dialogue sectoral partners in 1992, became strategic partners in 2012 and both are now celebrating 25 years of friendship. ASEAN-India established a Free Trade Area with Free trade on goods (2010), free trade on service (2012) and free trade on investment (2015).

OVERVIEW

In order to facilitate development, transfer and Innovate low cost technologies under AISTDF, India and ASEAN agreed to institute a scheme "ASEAN-India Innovation Platform" (AIIP) to provide solutions to common problems of India and ASEAN for socio-economic development of India as well as ASEAN Region.

The ASEAN-India Innovation Platform has the following components:

  • Product/Technology/Industry Innovation (FICCI, New Delhi)
  • Research Innovation (coordinated by NRDC, New Delhi)
  • Social Innovation (coordinated by NIF, Ahmadabad)

This platform has been developed to encourage Innovation Exchange, Technology Transfer, Knowledge Sharing, and Trade Facilitation between India and ASEAN. The platform aims at bringing together all modes of facilitating trade and economic growth under one umbrella. AIIP will be made accessible to all innovators, entrepreneurs, start-ups, business groups and other institutions to explore the possibilities between India and ASEAN to collaborate and work together for sustainability and economic security.

ABOUT AIIP-Product Innovation Platform (PIP)

The ASEAN-India Innovation Platform (AIIP) is a major element of the enhanced the ASEAN-India S&T Development Fund, which is a part of ASEAN-India Science & Technology Collaboration.

Under the overall aegis of ASEAN-India Science, Technology and Innovation Cooperation Program, the Department of Science and Technology (DST) of the Government of India has entrusted the job to manage and coordinated the ASEAN-India Innovation Platform (Product Innovation component) to Federation of Indian Chambers of Commerce and Industry (FICCI).

FICCI has created and developed a databank of product based innovative technologies and innovations available in India and ASEAN on a single platform and make available for transfer and commercialization for Indian as well as ASEAN entrepreneurs.

Besides developing the data bank, FICCI will undertake other tasks for identifying the potential technologies for transfer in ASEAN to Indian entrepreneurs and vice versa; to perform need analysis of technological requirements by organizing annual meets in India of ASEAN members; follow-up meets to update and review; and organizing capacity building training program on Technology and intellectual property management.

OBJECTIVES:

The Major objective of the AIIP Product Innovation portal is:

  • Creation of extensive database of Innovative products, technologies, and intellectual properties.
  • Creation of a single platform to access the technologies developed in India and ASEAN countries.
  • Facilitation of technology seekers and technology owners through a interactive and dynamic portal.
  • Bridging the technological gap between inventor, industry, manufacturers & academia of ASEAN countries.
  • Helping the member countries in networking with people to share ideas, experiences, problems faced and their solutions.
  • To work as a single source of Information for ASEAN on inclusive innovation, sectors such as health, education, food and agriculture, environment and natural resources, science and technology etc. are the thrust area.
  • Helping at networking the industries of ASEAN and India with the IP knowledge bases for employment and wealth creation.
